Essential services NOT found in registry:
- Artist registration/support - No services for artist certification, grants, or professional development
- Heritage site preservation - No services for historic site designation, restoration, or maintenance
- Libraries & archives - No library cards, book borrowing, archive access, or research services
- Creative industries support - No film industry, music industry, publishing, or craft/artisan programs
- Cultural events support - Limited to basic permits; no festival grants, venue support, or event coordination
- Intellectual property - No copyright registration, trademark services for cultural works
- Heritage tourism - No cultural tourism programs or heritage trail development
- Cultural education - No arts in schools programs, cultural workshops (beyond basic registration)
This severe lack of services makes achieving "growth of the heritage economy" extremely difficult.
